A bulletin board that keeps concurrent Claude Code sessions on one machine from fighting over finite resources: declare before you use, stay visible to everyone else. It never blocks a command, never inspects a resource, and never interprets a declaration. ／ 同じマシンで動く複数の Claude Code セッションが有限資源を取り合わないための掲示板。使う前に申告させ、他のセッションから見えるようにする。 CLI output and hook notices are bilingual (English/Japanese, auto-selected); the design doc stays Japanese-only. Hooks can be silenced with RESOURCE_BROKER_DISABLE.
