File Tools First

Keeps Claude Code's file work in its file tools. Blocks Bash and PowerShell commands that edit files in place (sed -i), write text into them (heredocs, echo redirects, Set-Content) or only read them (cat, head, sed -n), and names the Read, Edit or Write call to use instead, so /rewind, CLAUDE.md path rules and edit checks keep working in auto and bypass mode.
